Minutes:

It was moved by Councillor Anthony McKeown and seconded by Councillor Greenhalgh that the minutes of the Annual Meeting of the Council held on 25 October 2023 be approved as a correct record.

 

The motion was carried and the Mayor was authorised to sign the minutes.

Mayor's announcements

Minutes:

The Mayor stated that it was humbling to experience the tradition of attending recent Remembrance events to support and remember those who had given their lives for our country and those that continue to serve.  The Mayor also thanked the organisers and voluntereers for the many Christmas light switch-on’s and bonfire nights. 

 

Tickets were still available for the Boxing Day Christmas Carol concert and the Mayor’s Charity fund-raising dinner would take place on 22 March 2024 in New Mills.  Counciilors were invited to “move with the Mayor” in April for which there would be opportunities to sponsor the Mayor for his charities.

1.     Question received from Jeremy Wight for the Leader of the Council:

 

In the introduction to AIMING LOW: THE WAY TO NET ZERO,  Councillor McKeown wrote that addressing the climate emergency ‘.. is the biggest challenge that we face and tackling it is one of the most important things that we will ever do.’   In light of this statement, what budget is the Council going to make available for financial year 2024/25?”

 

Response from the Leader:

 

“The Council’s ongoing commitment to tackling the climate emergency is reflected by its continued inclusion as a key aim within the new Borough Plan.

The implications for climate change are considered within every Council report because we recognise that all Council services can contribute towards working towards Net Zero, from staff travel to how we run our buildings, and from planning policy to refuse collection.

 

The cost of delivering these actions is built within individual service budgets, rather than as a single budget header. We are in the midst of preparing our budgets for 2024/5, which will be coming forward for approval at the Council meeting on 21 February 2024.”

 

In response to a supplementery question the Leader of the Council stated that  further details with regards to service costs to tackle climate change would be provided in the upcoming budget.

It was moved by Councillor O. Cross and seconded by Councillor M. Taylor that Council confirm that the Labour Group be invited to make a nomination for the appointment of Mayor for the municipal year 2024/25.

 

When put to the meeting it was RESOLVED accordingly.

It was moved by Councillor A. McKeown and seconded by Councillor Greenhalgh that:

 

1.     Authority be delegated to to the Executive Director (Place) in consultation with the Portfolio Holder for Community Safety and Planning to make the Whaley Bridge Neighbourhood Plan, assuming a positive result at referendum.

 

2.     The result of the referendum and determinations for High Peak and by the PDNPA to be reported to Council at the meeting on the 21st February 2024.

 

When put to the meeting it was RESOLVED accordingly.
