Other Interests Minutes: Councillor Evans declared an ‘other’ interest in agenda item 6, “HPK/2023/0193 Land adjacent to Marsh Lane New Mills” (reason: he was present at New Mills town Council when they discussed and made they objections, but did not take part in the discussion or the vote) and remained in the meeting during the consideration and voting on the application
Councillor Huddlestone declared an ‘other’ interest in agenda item 6, “HPK/2023/0193 Land adjacent to Marsh Lane New Mills” (reason: owner of the land has emailed him about the application and he knows the landowner) and withdrew from the meeting during the consideration and voting on the application
Councillor Scott declared an ‘other’ interest in agenda item 6, “HPK/2023/0193 Land adjacent to Marsh Lane New Mills” (reason: responded to an email from a resident outside her ward, who is also a friend, about the Marsh Lane battery storage centre, and now feels that this is a conflict of interest) and withdrew from the meeting during the consideration and voting on the application |

HPK/2023/0193 - Land adjacent to Marsh Lane, New Mills Minutes: Construction and installation of Energy Storage System (ESS) including the formation of site levels and associated access, landscaping and site infrastructure
Applicant: Mr Kirk Denton, Novus Renewable Services Ltd.
The Committee had undertaken a site visit.
The Committee were addressed by Alison Wild (on behalf of Buxworth Residents’ Association) in objection to the application, Richard Turner (agent) and James Wild (resident) in support of the application.
The Planning Officers reported two late representations, one in support of the application from Jon Pearce MP and one in objection from a local resident.
RESOLVED:
1. That the application be approved as set out in the report;
2. That in the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions/informatives/planning obligations or reasons for approval/refusal) prior to the decision being issued, the Head of Development Services be delegated authority to do so in consultation with the Chair of the Committee, provided that the changes do not exceed the substantive nature of the Committee’s decision.

HPK/2024/0401 - Land off Cottage Lane, Gamesley, Glossop Minutes: 51 dwellings, comprising one bedroom flats and two and three bedroom houses

The Committee had undertaken a site visit.
The Committee were addressed by Andy Williams (on behalf of Residents Against Cottage Lane Development and other local residents impacted by the proposed development) in objection to the application.
RESOLVED:
1. That authority be delegated to the Head of Development Services, in consultation with the Chair, to refuse the application for: a. the reasons as set out in the report; b. the reason as set out in the update sheet; and c. any further reasons for refusal following receipt of comments by AES Waste Services
2. That in the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions/informatives/planning obligations or reasons for approval/refusal) prior to the decision being issued, the Head of Development Services be delegated authority to do so in consultation with the Chair of the Committee, provided that the changes do not exceed the substantive nature of the Committee’s decision.
