RESOLVED:

That the minutes of the meeting held on 21 July 2021 be approved as a correct record.

Chris Clayton (NHS Derby and Derbyshire CCG) and Helen Jones (Derbyshire County Council) were in attendance to inform members about the development of the Derbyshire Integrated Commissioning System (ICS), which, it had been announced would now also include Glossop which had historically been aligned to Manchester ICS and Tameside & Glossop CCG (a copy of the presentation is attached). 

New and confirmed initiatives arising from the Health & Social Dare Bill were explained to members, together with an overview of the aims of Joined Up Care Derbyshire.  The process whereby Glossop is to be included within the Derbyshire ICS was set out.  Benefits identified included that there would be co-terminous boundaries which would deliver benefits in the integration between local authorities and NHS organisations; the opportunity to build strong relationships between the NHS and local authority stakeholders to meet the objective of reducing health inequalities; and more opportunities for joined up working and the creation of joined up plans for prevention and population health.  It was confirmed that it was unlikely that hospital services for the Glossop area would change in the short to medium term and ambulance provision would not change, 

Transition planning was underway and a joint steering group had been established to oversee activity which must recognise, sustain and build upon the achievements and gains from the past alignment to Tameside and Manchester,

In response to a query regarding district representation on strategic bodies, work was on-going to understand the nature of the partnerships to be formed and at what level and a meeting is to be held with all Chief Executives of Derbyshire Districts to discuss this matter in more detail.  Regarding Place based working, ‘Place’ refers to the geographical area such as Derby and Derbyshire and ‘neighbourhood’ refers to a district area;  Local Place Alliances work on district council footprints and there were no plans at the moment for these areas to be joined up, although views on this issue were welcomed.

Assurances around access to services for Glossop residents were welcomed, although the future of the Community Paramedic role in Glossop was queried.

Regarding access to the mental health trust, Pennine Care, members were assured that he current arrangements will continue, but be commissioned from Derbyshire rather than Tameside & Glossop in an administrative change rather than a service change.  Regarding funding, there would be no change to core funding allocated to Glossop residents which is set nationally, but funding through other arrangements needed to be identified and understood.  It was anticipated that services provided by voluntary organisations would continue and be enhanced,

The concept of anchor institutions and the need for a clear communication strategy with residents were also discussed.

Chris and Helen were thanked for their attendance and informative presentation.

It was requested that representatives from EMAS and NWAS be invited to attend the next meeting to discuss local concerns around ambulance waiting times.

Question to the Executive Councillor for Climate Change, Environment and Community Safety:

 How often is street cleaning and grid clearing taking place in the Chapel-en-le-Frith area? Specifically this time of year when the leaves are falling.

Response:

The majority of roads/footpaths are swept as a minimum 4 times per year with the exception of the following roads which are swept monthly:

A624 Hayfield Rd (Junc B4570 to end of 30mph zone)

B6062 Buxton Rd (Junc A624 to end of 30mph zone)

A625 Castleton Road (Buxon Rd to Bypass)

B5470 Main Rd through Chapel (Junc A6 to western boundary)

The following roads are swept annually:

B5470 Crossings Rd (50mph signs) to 30mph signs @ Whaley Bridge

A6 By-Pass (Junc A623 to Bridgemont) Including Ferodo Link and A625 Castleton Rd.

In terms of any additional sweeping required during the annual leaf fall season, the current frequencies have historically managed to address any issues. If we receive any complaints these are inspected and appropriate action taken if required.

If Cllr Sizeland has any specific roads that she thinks needs additional attention then I will, of course, ask AES to look at these.

Councillor Sizeland asked if the part of her query relating to grid clearing could be responded to, which would be provided.
