Chair's Announcement

Minutes:

The Chair confirmed that the meeting was being broadcast live to the internet via the Council’s website and was capable of repeated viewing. The images and sound recording may be used for training purposes within the Council. All were asked to keep to the speaking guidelines which were outlined.  Any views expressed by any speaker in the meeting are the speaker’s own and do not necessarily reflect the views of High Peak Borough Council.

The Committee considered an update on the latest Air Quality Data across the High Peak and measures being proposed and undertaken in relation to the two declared Air Quality Management Areas (AQMAs) as part of the Air Quality Action Plan.

 

Following concerns expressed regarding the results recorded in the Fairfield Road area, an additional recommendation was proposed to recommend early exploration of mitigation measures in the area.  The Head of Regulatory Services advised that working with partners, mitigation measures could include improvements to traffic lights and junctions.

 

It was noted that monitoring points are reviewed yearly and that consideration could be given to extending the monitoring period further.  The importance of partnership working, particularly with DCC was stressed.

 

Data relating to electric or hybrid vehicle ownership / electric vehicle charging point usage would be circulated.

 

RESOLVED:

 

1.    That the updated information and data be noted;

 

2.    That the potential for the declaration of an AQMA in Fairfield in 2022 in the event that monitoring results and data analysis from 2021 support this, be noted;

 

3.    That early exploration of mitigation of compromised air quality in the potential AQMA of Fairfield Road, be noted.

The Committee considered a report which set out a reviewed approach to Community Safety to ensure that it is supportive in fighting crime and anti-social behaviour.

 

It was requested that hard copies of the Anti-Social Behaviour Handbook be made available in libraries and on-stop shops.

 

It was noted that formal adoption of the Safer Communities Board’s guidance on Community Protection Notices and the Victims First Process was not recommended, the proposed approach had adopted the principles within the guidance including assessment and multi-agency working.

 

RESOLVED:

 

1.    That the Council’s responsibilities with respect to anti-social behaviour be noted;

2.    That the Executive be recommended to approve the draft Anti-Social Behaviour Policy; and

3.    That the Anti-Social Behaviour Handbook be noted and that members assist in raising awareness of the handbook within the community.
