Chair's Announcement

Minutes:

The Chair confirmed that the meeting was being broadcast live to the internet via the Council’s website and was capable of repeated viewing. The images and sound recording may be used for training purposes within the Council. All were asked to keep to the speaking guidelines which were outlined.  Any views expressed by any speaker in the meeting are the speaker’s own and do not necessarily reflect the views of High Peak Borough Council..

44tThe Committee considered an update on the progress of the Air Quality Action Plan for the Air Quality Management Area (1) Woodhead Road (A628) Tintwistle which was attached at appendix 1 to the report, together with an update around steps the Council is taking to address the air quality issues across the Borough.

 

Reference was made to paragraph 3.3 of the report and the improvement of air quality along the A628 during 2019, and the committee were advised that this was due in part to the transport sector investing in cleaner vehicles.

 

In response to a query, members were advised that the draft Air Quality Action Plan for the AQMA A57 Dinting Vale would likely be presented in the new year.

 

In response to queries around any proposed measures for Fairfield Road, members were advised that data was being gathered in the Fairfield Road area to establish whether it should be declared as an AQMA, and if it was, the production of an action would follow that process.  Urgent action was requested in terms of reducing the numbers and speed of vehicles in that area and it was confirmed that work was being undertaken with partner agencies to establish whether any measures could be introduced in advance of the AQMA.  Updates would be provided to the committee.

 

It was also confirmed that work was being undertaken in conjunction with the Assets Team to identify any further suitable locations across the borough for the installation of electric vehicle charging points.

 

RESOLVED:

 

1.         That, subject to the above comments, the report be noted;

 

2.         That, further updates concerning the issues around Fairfield Road be made to the committee in due course.

Update on Houses of Multiple Occupation (HMOs) pdf icon PDF 74 KB

Minutes:

The Committee considered an update around Houses in Multiple Occupation (HMOs) within High Peak, including numbers and enforcement activity.

 

Particular reference was made to paragraph 3,8 of the report which recommended that the local voluntary Landlord Accreditation Scheme be cancelled at the end of this financial year as membership has declined in recent years, mainly as a result of the University of Derby partnering with the East Midlands Landlord Accreditation Scheme to accredit all student accommodation across their sites.  It was therefore considered that the scheme was no longer cost effective in terms of the resources required to maintain it.

 

Queries were put and responded to regarding the inspection regime for HMOs, particularly ‘problem’ premises.  It was noted that although there are currently no ‘problem’ premises in High Peak there are a number of high risk premises which require more intensive monitoring and inspection, and the committee requested further updates around these properties.

 

RESOVLED:

 

1.         That the report be noted;

 

2.         That the Landlord Accreditation Scheme be cancelled at the end of the current financial year;

 

3.         That further updates around the monitoring and inspection of high risk premises be presented to the committee in due course.

The Committee considered the responses to the statutory consultation on the draft Public Spaces Protection Order (Dog Fouling and Nuisance) 2020.

 

A member reported some issues experienced with dogs off leads in Manor Park, to which it was requested that the relevant data be examined to establish whether this was a problem area.

 

RESOLVED:

 

That the progress towards replacing the current Dog Control Orders and the responses to the consultation be noted.

Minutes:

A report on Wildfire Public Spaces Protection Order would be added to the agenda for the November meeting.

 

There was a proposal by the Town Team for a bike trail in Buxton Town Centre, it was confirmed that the council was being consulted as landowner and the proposal could also be considered by the most appropriate scrutiny committee.

 

It was requested that personal contact be provided by AES for members instead of a general contact.

 

RESOLVED:

 

That the comments and updates to the work programme be noted.
