a)    The Chair confirmed that the meeting was being broadcast live to the internet and was capable of repeated viewing. The images and sound recording could be used for training purposes within the Council. The Chair had the discretion to terminate or suspend filming if it was his opinion that continuing to do so would prejudice the proceedings of the meeting. It was likely that recording cameras would capture the image of persons seated in the public gallery and that image would become part of the broadcast. Any views expressed by any speaker in the meeting were the speaker’s own and did not necessarily reflect the views of Staffordshire Moorlands District Council.

b)    Members of the Committee and Officers present were introduced by the Chair.

c)    Agenda Item 9 (SMD/2017/0838 – Former Stable Building at Spring Cottage, Greatgate Road, Winnothdale) had been WITHDRAWN by the applicant prior to the meeting.

(Councillor Jebb had declared a Disclosable Pecuniary Interest and left the room, taking no part in the discussion or vote.)

 

CONSIDERED – A report on an application to fell or prune a number of overcrowded trees within an overgrown hedgeline, principally to address encroachment and over-bearing impact of these trees on the adjacent property Oak Gate, Church Lane.

 

The matter was brought before the committee as the applicant’s spouse was a serving member of SMDC.

 

RESOLVED -        a) That a Tree Preservation Order NOT BE MADE;

                                 b) That consent for the proposed tree work be GRANTED;

c) It was also resolved that officers be given delegated power to approve any further tree work notifications involving poor quality, over-crowded, suppressed or poorly formed trees and overgrown hedge in this same area of the garden of Endon Bank if this was found to be appropriate after completion of the work approved under the current notification CAT/2018/0009, subject to any such further approval ensuring appropriate retention and protection of the significant large mature trees which contribute to local amenity and to the character of the Conservation Area.

REINSTATEMENT OF SINGLE LINE RAILWAY TRACK AND REPLACEMENT FOOTPATH ON FORMER RAILWAY LINE BETWEEN CORNHILL LEEK AND BOUNDARY OF EXISTING OPERATIONAL RAILWAY LAND AT LEEKBROOK FOR SMDC.

NOTED -     1.  Comments were still awaited from the Canals & River Trust and Environment Agency. No objections were expected but if approval was granted it would need to be subject to no substantive objections from the outstanding consultees.

 

                     2.  Amendment required to Ecological condition.

 

                     3.  Chair suggested an informative to offer information to people getting off the train to connect them to the town.

 

RESOLVED – That the application be delegated to officers to be APPROVED subject to no substantial objections from outstanding consultees for the reasons and based on the policies contained in the report, subject to the conditions shown in the report and the informative referred to above.
