a)    The Chair apologised to members of the public for the late start of the meeting and confirmed that the meeting was being broadcast live to the internet and was capable of repeated viewing. The images and sound recording could be used for training purposes within the Council. The Chair had the discretion to terminate or suspend filming if it was his opinion that continuing to do so would prejudice the proceedings of the meeting. It was likely that recording cameras would capture the image of persons seated in the public gallery and that image would become part of the broadcast. Any views expressed by any speaker in the meeting were the speaker’s own and did not necessarily reflect the views of Staffordshire Moorlands District Council.

b)    Members of the Committee and Officers present were introduced by the Chair.

c)    Agenda Item 14 (SMD/2017/0771 & SMD/2018/0089 – Well Street Mill, Well Street, Leek) was to be heard as the 2nd application at the request of the Applicant’s Agent.

d)    Councillor Teresa Riley was welcomed onto the Committee, this being her first meeting.

RESOLVED – To GRANT DELEGATED AUTHORITY to the Operations Manager – Development Services to grant Planning Permission subject to the satisfactory outcome from the further bat survey and securing any required mitigation, notification to the Secretary  of State and subject to the conditions and informative contained in the report. Also subject to the additional condition referred to above.

 

FURTHER RESOLVED – To GRANT DELEGATED AUTHORITY to the Operations Manager – Development Services to grant Listed Building Consent subject to the satisfactory outcome from the further bat survey and securing any required mitigation, notification to the Secretary of State and subject to the conditions contained in the report.

                        Councillor Lockett proposed REFUSAL and Councillor Roberts seconded the motion. However the motion was withdrawn prior to the vote.

 

RESOLVED – That the application be DEFERRED for further discussions to take place between the applicant and officers.

2.    SMD/2018/0028, 0027 & 0029 – importation of landfill onto the site – licenced activity?
