The purpose of the report was to inform members of the Council’s overall performance and financial position for the period ended 31st March (“FourthQuarter 2022/23”).  The report was considered by the Corporate Select Committee on 17 July 2023.

 

Options considered:

 

Detailed Analysis was contained within the appendices of the report.

 

RESOLVED:

 

1.     That the Fourth Quarter 2022/23 financial, procurement and performance position detailed in Appendices A, B and C and summarised at 3.3 of the covering report be noted.

 

2.     That the proposal to carry forward unspent revenue budget as described in Appendix A (Paragraph 2.12) of the report be approved.

 

3.     That the proposals to carry forward unspent capital budget as set out in Appendix A (Paragraph 7.5 and 8.5) of the report be approved.

 

4.     That the write-offs set out in Appendix D be approved.

It was reported that the collection of Council debt was vital to the financial stability of the Council. However collection of the debt must be done in such a way that was both cost effective and treated individuals consistently and fairly, regardless of age, sex, gender, disability, race, and sexual orientation.  The Corporate Debt Recovery Policy provided a framework for maximising income collection and ensured that recovery action complied with the legislation and best practice.The report was considered by the Corporate Select Committee on 17 July 2023.  It was noted that a shorter summary version of the Policy would be available on the website.

 

Options considered:

 

The recovery of Council debt is statutory with some areas of discretion.

 

RESOLVED:

 

That the implementation of the Corporate Debt Policy be approved.

Air Quality - Fairfield Road, Buxton pdf icon PDF 475 KB

The Council has a legal duty in relation to the declaration of Air Quality Management Areas (AQMA) as required by the provisions of the Environment Acy 1995, and it was reported that following an assessment of the air quality along part of the A6, Fairfield Road, it is necessary to declare an Air Quality Management Area (AQMA) as set out in paragraph 3.1 of the report. A briefing had previously been held for all members.

 

Options considered:

 

There are no alternative options to consider, the Council has a statutory duty to declare an AQMA in this instance.

 

RESOLVED:

 

That an Order be made under Section 83 of the Environment Act 1995 declaring an Air quality Management Areas in the form attached at Appendix 2 to the report.
